This photo was taken on June 6, 1976. According to my cousin, it's most likely at his Japanese school's Undokai picnic, which was held every year at Elysian Park in Los Angeles.

The photo is not the best quality, but the foreground shows kids running in a race with people watching from the side. There's a U.S. flag and some banners hanging from the trees.
